Ghana's central government revenue, grants, expenditure by economic classification, overall balance and financing, from the Ministry of Finance's fiscal data workbooks for January 2018 to July 2026, one row per year, table (Summary, Revenue or Expenditure), line, measure and period, in millions of Ghana cedis. Each line has the annual budget and revised budget, and a programme target and provisional outturn for each month, quarter and year-to-date span. Month and quarter rows are that month or quarter alone; rows with is_cumulative = true run from January to end_month (period_type 'year_to_date' or 'full_year'), so never add them to monthly rows. Ratio lines (percent of GDP or of tax revenue) are left out, figures are provisional and are revised in later workbooks (the latest workbook's H1 2026 revenue is GH¢172m above the Mid-Year Review's), and the hierarchy (line_item_level, parent_line_item) is read from the workbook's indentation.
