The Bank of Ghana sells 91, 182 and 364-day treasury bills for the government at an auction each week. You pay less than a bill's face value and get the face value back at maturity; the difference is your interest.
The rate here is the auction's interest rate: the return on what you pay, over a 364-day year. The discount rate the Bank also publishes is the same difference as a share of the face value, so it is a little lower. What you get through a bank or broker can differ slightly.
