An estimate, not a customs assessment. GRA values the vehicle from its own database and decides the rate when it is declared.
Customs values a vehicle from its first purchase price, the dealer price new before tax, cut by its age: 100% up to 6 months, 85% up to 1.5 years, 70% up to 2.5 years, 60% up to 5 years, 50% after 5 years (Customs Act, 2015, section 60). Freight and insurance are added to give the customs value.
In practice GRA's customs system values a vehicle from its own database by its chassis number, so its figure can differ from an estimate made from a price.
Cars over 10 years old pay an overage penalty on the customs value, from 5% up to 100% for the oldest; buses and trucks have their own scales.
A Customs Act, 2026 was signed in August 2026 and may change the valuation, penalties and age limits when it comes into force.
