An estimate, not a customs assessment. GRA decides the value, the HS code and the rate when the goods are declared.
Customs charges duty on the customs value: the cost of the goods plus freight and insurance (CIF), in cedis. The rate depends on the goods' band in the ECOWAS Common External Tariff, from 0% for essential goods to 35% for a few protected ones. The exact rate for a product is set by its HS code in GRA's tariff.
On top come the ECOWAS, African Union and EXIM levies, the Special Import Levy, customs fees and a 1% withholding tax, then import VAT, NHIL and GETFund, which since 1 January 2026 are charged on the customs value plus duty. The rates are the ones GRA's customs system (ICUMS) charged when checked on 25 Sept 2026.
A Customs Act, 2026 was signed in August 2026. When it comes into force some charges may change; the estimate will follow once they are published.
