The rate for a past month is the official rate averaged over that month, from the World Bank's monthly monitor, in today's cedis all the way back: the cedi was redenominated in 2007, 10,000 old cedis to one new, and the older figures are converted.
Today's figure is the mid-market rate. A cedi that loses value against the dollar makes imports, fees paid abroad and dollar loans dearer in cedis.
